USTEC and CGT reject the salary offer from the Department of Education, which allocates 78.67 million over five years to improve bonuses. Both parties meet on Tuesday in the face of the threat of new strikes.

The unions USTEC and CGT rejected this Friday the salary proposal of the Departament d'Educació after a two-hour meeting that ended without agreement. Both parties will sit down again next Tuesday to try to unblock negotiations affecting 104,591 teachers throughout the education system, including private-funded schools.

The clash occurs because the Government's offer mobilizes 78.67 million euros over five years and improves seven allowances, but falls far short of the union's demand to implement a universal salary allowance of 500 euros per month by 2029. The Minister of Education, Esther Niubó, admitted that this figure is being calculated, although she placed it beyond the department's capabilities.

The offer increases tutoring and digital coordination by 50%

The proposal put forward by the Departament d'Educació plans for a 50% increase in the tutoring allowance in primary and secondary education, as well as in digital coordination. The payment of these improvements would be spread over two academic years.

In primary education, tutoring would go from 66.56 to 99.84 euros per month. In secondary education, it would rise from 93.60 to 140.4 euros, while digital coordination would increase from 89.96 to 134.94 euros per month.

The plan also includes a 25% improvement in the management allowance until 2031. With this update, the amount would go from 767.53 to 959.42 euros.

In addition, Educació is proposing new allowances of 70.20 euros for co-tutoring in secondary education and for the supervision of research projects. Added to this are specific payments for centers of maximum complexity, with 139.77 euros in primary education and 196.56 euros in secondary education.

USTEC and CGT threaten more mobilizations if the deadlock continues

USTEC and CGT described the proposal as unacceptable and warned of an intensification of mobilizations if negotiations remain stalled. The disagreement is not about the existence of improvements, but about their scope and the model chosen by the department.

Niubó argued that the negotiation is moving in the line already agreed with CCOO and UGT to reinforce recognition linked to teaching careers, pedagogical tasks, and responsibilities assumed in schools. The minister maintains that this framework can help retain talent within the education system.

For now, the head of Education avoided setting an economic ceiling for the negotiation out of respect for the open process. The meeting next Tuesday will come after the department has put on the table an investment of 78.67 million euros staggered over five years.
