The guarantee for 10.9 million for a car park in Terrassa clashes with the council's climate commitments

The municipal company Egarvia S.A. will request a loan of 10.9 million euros to build the Portal de Sant Roc car park in Terrassa, in an operation that will have the endorsement of the City Council. The municipal government will bring the authorization to the May plenary session so that the public company can formalize the financing request.

The project reaches the plenary session while the allegations presented by Adenc and the Bici Club Terrassa, Biter, against the reopening of the car park are still pending. Both groups reject the action because they consider that it clashes with the climate, environmental, and sustainable mobility commitments made by the council and because, in their opinion, it contradicts the Low Emission Zone.

The City Council will endorse a loan of 10.9 million for Egarvia

Egarvia will assume the 800,000 euros corresponding to the preliminary studies and the rest of the expenses associated with the operation with its own funds. The main part of the investment, however, will depend on the credit that the municipal company wants to close with the backing of the council.

As stated in the Informative Commission of General Services and Open Government, the company has an offer from BBVA that remains valid until mid-June. The municipal government's timeline involves obtaining the plenary session's approval before that date and also resolving the formal objections to the project.

Adenc and Biter's allegations are still pending before mid-June

The processing of the car park is not closed because the local executive still has to respond to the documents registered by Adenc and Biter. The two entities focus their opposition on the car park's fit within the municipal mobility policy and its compatibility with the Low Emission Zone.

The financial calendar also weighs on this discussion, as the banking offer known to Egarvia has a deadline. The municipal government is confident that the allegations will be resolved before mid-June, the deadline by which the proposal submitted by BBVA expires.

The authorization to request financing will reach the May plenary session, while Egarvia will cover 800,000 euros with its own resources for studies and other expenses related to the construction of the Portal de Sant Roc car park.
