Noel Duque, deputy mayor of Ecological Transition and president of the Association of Municipalities and Entities for Public Energy, registered this Wednesday in the Congress of Deputies a non-binding proposal to demand that the electricity distribution network become public property.
The initiative transfers to Congress a demand born in the municipal sphere and already supported by 119 town councils and two provincial councils. The movement seeks for autonomous communities and municipalities to gain decision-making capacity over basic infrastructure that they do not directly manage today.
The proposal gives more powers to autonomous communities and town councils
Duque presented the text with the parliamentary support of SUMAR, ERC, BILDU, PODEMOS, COMPROMÍS, and BNG. The proposal outlines a management model through concessions for the electricity distribution network.
That scheme, if approved, would allow for the attribution of powers and greater decision-making capacity to autonomous communities and municipalities. The reference taken by the proposal is that applied in France, Germany, the Netherlands, and Portugal.

The non-binding proposal arrives endorsed by 119 municipalities and two provincial councils integrated into the AMEP. The entity was born in Terrassa in 2021 with the aim of promoting public ownership, property, and management of electricity distribution networks.
Since then, the association has articulated a shared position among local administrations to bring a change in the network's ownership model to the state debate. The registration of the initiative in Congress now places that demand in the parliamentary arena.
