Scooter users must register the vehicle with the DGT, obtain a license plate, and take out insurance to be able to circulate from January. The new requirement affects these personal mobility vehicles and is added to the traffic rules that were already in force, such as the use of a helmet and the prohibition of riding on the sidewalk, wearing headphones, or driving while talking on the mobile phone.
What procedures are mandatory
The head of Insurance at RACC, Ismael Nicolás Bastida, has specified that the first step is to obtain the circulation certificate, a procedure that must be formalized before the Directorate General of Traffic. That document then allows the vehicle's license plate to be requested.

Once that documentation is gathered, the owner can now take out the policy. The RACC offers the possibility of managing both the vehicle's registration with the DGT and the license plate application.
Two types of scooter by weight and speed
The classification distinguishes between two categories. Type A scooters are those up to 25 kilos in weight and with a maximum speed of 25 km/h. Type B include those that exceed that weight and those that can develop a maximum speed of 14 km/h forward.
Bastida has explained that there are two types of insurance depending on those vehicle characteristics. Basic coverage includes civil liability of up to 6.4 million euros for personal injury and 1.3 million for material damage.
The policy can be extended with other benefits, including mechanical assistance, legal support, and fine resources.
Scooters prior to 2024 will be able to circulate during 2025
Royal Decree 52/2026 allows scooters manufactured before 2024 to continue circulating throughout 2025. Even so, these vehicles are also required to have insurance.
From the RACC office in Santa Eulàlia, it is reminded that as of 2026 these scooters will no longer be approved. The warning is clear for owners, who must take into account that these vehicles have an expiration date.

Alongside the new mandatory documentation, several measures related to road safety remain in effect. Among them are the protective helmet, the prohibition of riding on the sidewalk, that of wearing headphones, and that of driving while talking on the mobile phone.
The entry into force of these obligations redefines the daily use of the scooter and obliges users to check if their vehicle is in order, both in terms of documentation and the homologation required for the coming years.
