The Mossos d'Esquadra, the Guàrdia Urbana de L'Hospitalet, and the Policia Nacional deployed an intensive operation on the afternoon of Thursday, May 15th, against repeat offenders in L'Hospitalet de Llobregat. The operation took place in Collblanc, Pubilla Cases, Santa Eulàlia, and La Florida, resulting in 65 people identified, four arrested, and five citations for possession of narcotic substances.
The reinforcement arrived while police focus also targets robberies committed with electric scooters by minors between 11 and 13 years old. These cases add operational difficulty because, having not yet reached 14 years of age, they are not criminally liable, and officers hand them over to their guardians after informing the juvenile prosecutor's office.
The reinforcement of Plan Kampai operated in four neighborhoods and resulted in four arrests
The operation was part of a reinforcement of Plan Kampai and included metro patrol officers who usually operate in Barcelona. The intervention also served as a prelude to the crackdown announced by the Minister of the Interior, Núria Parlón.
On Catalunya Avenue, officers arrested a man who had two outstanding arrest warrants. The action was part of a deployment concentrated in several areas of L'Hospitalet with visible police presence and selective checks.
In addition to the arrests, the official report includes five citations for possession of narcotic substances. Officers also issued a citation for street vending during the operation.
Police seized six scooters, one of which reached 114 km/h
Part of the operations were concentrated in the Europa Square area, where plainclothes officers conducted checks to curb robberies committed from electric scooters. At this point, the police maintain attention on rapid movements that hinder the immediate identification of perpetrators.
During the operation, police forces seized six electric scooters for being tampered with or lacking mandatory insurance. One of them had been modified and reached 114 km/h on an approved speed camera, well above the legal limit of 25 km/h.
Sources from the Mossos d'Esquadra attribute part of the robberies attributed to minors between 11 and 13 years old to this same phenomenon, with a possible link to Latin gangs. When officers detect these minors, they report the facts to the juvenile prosecutor's office and then hand them over to their guardians.
Two inspections in businesses resulted in citations for consumption
The operation also included administrative inspections at two establishments. Among them was a mobile phone buying and selling shop.
Both businesses were reported for violations of consumer regulations. In one of the actions, officers also seized a mobile phone for misappropriation.
The seized scooter that went the fastest exceeded the legal limit of 25 km/h by 89 km/h set for this type of vehicle.
