The Govern announces that Caritas will issue vulnerability reports in eight of the ten Catalan dioceses to support rootedness files and accelerate regularization.

Càritas will participate in the regularization process of migrant people in Catalunya with the issuance of vulnerability reports in eight of the ten Catalan dioceses. This has been announced by the delegate of the Govern of Spain in Catalunya, Carlos Prieto, who places this path as a support to complete arraigo files and correct situations of administrative irregularity.

Prieto frames the measure as a tool to provide an exit for people who are left out of the system. In his opinion, administrative irregularity leaves many people without basic social rights and pushes them into the underground economy, a terrain in which, he maintains, the one who benefits is the labor exploiter.

Criticism to city councils that do not issue certificates

The delegate has also lashed out against some city councils governed by the PP for refusing, he said, to issue the necessary certificates for this type of procedures. Faced with that situation, he has defended that there are entities capable of assuming that function when necessary.

The participation of Càritas is incorporated precisely in that context. The forecast is that its vulnerability reports will serve to facilitate regularization processes in a good part of the Catalan territory, with coverage in most of the dioceses.

Catalan, present in the integration reports

Prieto has also stressed the weight of linguistic integration within the procedure. He recalled that in the rootedness files a social integration report already exists in which Catalan is always taken into account.

Along those lines, it has pointed out that the Generalitat wants to assess the realization of courses and that, for that reason, it was important to expand the training offer, something it takes for granted has already been done. The reference to language is thus incorporated as one of the evaluation elements within the integration itinerary.

Advanced deadlines in Catalunya

Regarding the calendar, Prieto has assured that the regularization process can be closed before the foreseen deadline of mid-June. The formal commitment is to complete it before June 16, although the delegate maintains that in Catalunya it will be resolved with sufficient margin.

With this announcement, the central Government strengthens the intervention of social entities in the processing of files and focuses on accelerating a regularization that, according to Prieto, must serve to remove migrant people from administrative precariousness and from labor exploitation circuits.
