The National Police has expelled a total of 21 repeat offenders who operated in Barcelona and its metropolitan area and were in an irregular situation from Spain. This measure has been taken in application of the immigration law through the General Commissariat of Immigration and Borders.
Accumulated criminal profile
The 21 foreigners accumulated more than 170 police records for property crimes. Within the files were various typologies of criminal acts that affected citizen security.
- Robbery with force, robbery with violence or theft
- Crimes against public health
- Unlawful detentions and attempted homicides
Among the backgrounds of those delinquents were also offenses against public health and illegal detentions. Seven of the 21 had records for domestic violence. One of the 21 repeat offenders had a record for sexual assault.
Administrative management and transfer
To carry out the repatriations, prior work was necessary to obtain the corresponding expulsion decrees. The officials involved had to request authorization from all the courts in which these individuals had pending cases. It was also necessary to manage obtaining the documentation of these individuals through their respective consulates.
Some of those people were admitted to the Foreigners' Internment Center of Barcelona while the procedure was being resolved. Other people were detained expressly to be able to carry out the exit from the national territory. After obtaining judicial authorizations and personal documentation, a device was established to transfer the detainees to Madrid.
Operational collaboration
Some of the arrests were made within the framework of the Mossos' Kanpai plan against repeat offending. Since the plan's inception in April 2025, it has allowed for the expulsion of 35 repeat offenders who were operating in Barcelona. The National Police highlighted the collaboration with the Mossos corps, which helped locate some foreign citizens to effect their expulsion in less than 72 hours.
The processing was carried out by members of the Provincial Brigade of Foreigners and Borders of Barcelona and personnel from the Cornellà and Manresa police stations. The success of this operation depends on constant coordination between security forces and the judicial administration to guarantee legality at each step of the process.
